Tricia Smith was born and raised in Boone County, Illinois. She graduated from Belvidere High School in 1990. She attended Bradley University and received a Bachelor's degree in Administration of Criminal Justice. She continued her education at the University of Iowa College of Law School and graduated with her Juris Doctor in 1997. Tricia earned her Master's in Public Administration from Northern Illinois University in 2008. Her thesis paper on the impact of sex offenders in the community was awarded the Distinguished Manuscript Award. Tricia has been licensed to practice law for over 17 years.

Her work experience includes being an associate attorney at Tobin & Ramon in Belvidere. She also worked six years as patrol officer with the City of Rockford Police Department. At the Rockford Police Department, she trained other officers in law and police procedures. She went on to be an Assistant State's Attorney in Boone County, Illinois. She prosecuted traffic, ordinance violations, juvenile, misdemeanor and felony cases during her tenure. She gained extensive courtroom experience through motion hearings, bench trials and jury trials. Tricia enjoys spending time with her husband and young son. She is a sports enthusiast, playing softball, volleyball and roller derby. She is a fan of the Chicago Cubs, Green Bay Packers and Chicago Blackhawks.

Tricia is also active in community groups and professional organizations. She is a member and past board member of the Zonta Club of Belvidere. Tricia previously served as the President of the Boone County Bar Association and remains a participating member. She is also a member of the Illinois State Bar Association where she served on the Sentencing and Corrections Committee. Tricia is the attorney and secretary for the Winnebago County Police Museum Board. She has served as President of the Cosmopolitan Club of Belvidere.
